Animal Grooming Business Registration Requirements and Facility Standards — Check the Building Use Before Signing a Lease

Procedure

1. 1. Check the building use before signing the lease

   Registration is possible in Class 1 (under 300 m²) or Class 2 neighborhood living facilities, which is the building use for animal grooming salons under the Building Act (if the building has another use, such as business facilities, a change of use is needed). Multi-family housing, residential officetels and buildings in violation are not allowed. Check the use in the building register before interior work so that the cost is not wasted.

2. 2. Complete the business operator training

   Complete 3 hours of business operator training at the Animal Love Learning Center (Dongmul Sarang Baeumteo) within 1 year before the registration application date, and after registration take 3 hours of regular training every year. Completion is recognized only if you watch 100% of the videos and score 70 points or more on the test.

3. 3. Set up the facilities

   Separate or partition the grooming work room, the animal waiting room and the customer reception room. In the grooming work room, install a grooming table with a restraint device so that animals do not fall, disinfection equipment for grooming tools such as a sterilizer or ultraviolet sterilizer, a bathtub for bathing with water supply and drainage and hot and cold water, and a dryer. The floor must be made of a material that is easy to clean and disinfect and does not risk injuring animals, and lighting, ventilation, and temperature and humidity control must be provided. Install CCTV in the grooming work room so that blind spots are minimized, and keep the footage for 30 days from the date of recording.

4. 4. Apply for registration

   Attach the facility specifications and layout plan, the staffing status and deployment plan, the business plan, documents proving that the facility and personnel standards are met, and the training completion certificate to the business registration application (Enforcement Rule of the Animal Protection Act, Form No. 24), and submit it to the competent city, county or district (si/gun/gu) office in person or by mail, or apply online through Government24 (Animal Grooming Business (General) Registration Application). The official in charge issues the registration certificate after an on-site inspection and facility inspection, and the processing period on the form is 15 days (excluding Saturdays and public holidays).

• Business registration application (Enforcement Rule of the Animal Protection Act, Form No. 24, with animal grooming business marked in the business type field)
• Certificate of completion of business operator training
• Lease contract for the business premises (the official in charge checks the building register and land use plan information through shared use of administrative information)
• Facility specifications and layout plan of the business premises (showing the partitioning of the grooming work room, animal waiting room and customer reception room, and the CCTV locations), facility photos
• Staffing status and deployment plan, business plan (including the plan for keeping and managing animals), and documents proving that the facility and personnel standards of attached Table 11 are met

Fees

The government fees are 10,000 won per business registration (including registration of changes), 5,000 won for a report of change in registered matters, 10,000 won for a report of succession to business operator status, and 5,000 won for reissuance of the registration certificate.
