Today’s Key Highlights in 3 Lines
- Amendment to the Enforcement Decree of the Private Rental Housing Act: Decided on October 20, scheduled for promulgation on October 27; effective 6 months after promulgation.
- Application for Participation in the Pilot Project for the Quality Certification System for Emergency Patient Transport Services: October 21 (Wed) – October 30 (Fri).
- Legislative Notice for the Enforcement Decree of the Copyright Act: Collection of opinions from October 20 (Tue) – November 30 (Mon).
1. Amendment to the Enforcement Decree of the Private Rental Housing Act: Reporting of Maintenance Fees/Usage Fees and Reduction of Administrative Fines

- What is changing: The Ministry of Land, Infrastructure and Transport (MOLIT) announced that the amendment to the Enforcement Decree of the Private Rental Housing Act was decided at the Cabinet meeting on October 20. When reporting a lease agreement, rental business operators must now report the amount or calculation method of maintenance fees and usage fees, in addition to existing items (lease term, rent, etc.). Mayors, county governors, and district heads shall announce the reported lease conditions not only in the local government gazette but also on their websites. Provinces and metropolitan cities may determine the rent increase ratio for private rental housing complexes with 100 or more units through local ordinances, and information regarding rental deposit guarantee insurance will be available for viewing on Rent Home. For minor violations, such as simple failure to report a contract, administrative fines will be reduced: 1st offense: 5 million KRW → 3 million KRW; 2nd offense: 7 million KRW → 5 million KRW; the 3rd offense remains at 10 million KRW.
- Who it applies to: Private rental business operators, tenants, and cities, provinces, counties, and districts.
- Effective date: Scheduled for promulgation on October 27 (Tue); effective from the date 6 months after promulgation (⚠️ Exact effective date requires verification of the original text).
- Administrative Agent’s Note: It will be much easier to report if rental business operators organize their data regarding maintenance fee/usage fee items and calculation methods for each complex before the enforcement date. Since the rent increase ratio varies depending on the results of provincial/metropolitan city ordinances, please check the trends of the ordinances in your specific region.

2. Application for Participation in the Pilot Project for the Quality Certification System for Emergency Patient Transport Services

- What is changing: The Ministry of Health and Welfare and the National Emergency Medical Center of the National Medical Center are recruiting companies to participate in a pilot project for a certification system that evaluates the quality of transport services, going beyond merely verifying compliance with statutory standards. If certified, companies will receive a certificate and a certification mark, with a validity period of two years from the date of certification. Certification requirements include: meeting all mandatory areas (statutory standards for personnel, facilities, capital, equipment, records, etc.), scoring 60 points or higher in the quality area (five items: operation, personnel, equipment, infection, and records), and scoring 40% or more of the points allocated to each individual indicator. Results will be announced in December following document review, on-site inspection, and deliberation by the certification committee.
- Who it applies to: Companies that received an emergency patient transport business license before January 1, 2023, and have been operating continuously until the application announcement date (must meet announcement eligibility requirements such as administrative disposition history and transport performance), and non-profit corporations that meet the requirements.
- When: Application period is October 21 (Wed) – October 30 (Fri). Review guidelines and application forms can be found on the Ambulance Record Management System (air.nemc.or.kr); submissions must be made via email.
- Administrative Agent’s Note: The application period is quite short, lasting about 8 business days. Since administrative disposition history is part of the eligibility requirements, please check your company’s history of dispositions and license date first. Detailed qualifications and required documents must be verified through the official announcement.

3. Legislative Notice of the Enforcement Decree of the Copyright Act: Allowing the Use of Pseudonyms Alongside Real Names in the Copyright Register

- What is changing: The Ministry of Culture, Sports and Tourism has issued a legislative notice for the proposed amendment to the Enforcement Decree of the Copyright Act. The entries in the copyright register will be updated by changing the term ‘name’ to ‘real name,’ and authors will be allowed to list pseudonyms, pen names, or abbreviations used at the time of publication alongside their real names (Proposed Article 27, Paragraph 1, Item 3; and the insertion of Article 27-6). If both the real name and pseudonym are listed, the author can choose the disclosure method for publication in the registration gazette and for the inspection or issuance of copies of the register at the time of registration application; once registered, changes can be requested through the Korea Copyright Commission. The term ‘name’ used throughout the Enforcement Decree will also be unified to ‘real name.’
- Who it affects: Authors who wish to register copyrights while active under a pseudonym or pen name, and personnel in charge of copyright registration duties.
- From when: Opinion collection period: October 20 (Tue) – November 30 (Mon); Effective date: ⚠️ Original text verification required.
- A word from the administrative agent: As this is a legislative notice, it has not been finalized yet. Authors active under pseudonyms should personally check the notice to see whether they will be able to choose the scope of their real name disclosure during registration and how the procedures for changes after registration will be determined.
