3-Line Summary
- The Certificate of Direct Production is valid for 2 years from the date of issuance. If you reapply within 30 days before the expiration date, the new certificate will be continuous from the day after the current one expires. If you have upcoming public institution bidding schedules, this is the most critical date to monitor first.
- Inno-Biz and Main-Biz have a validity period of 3 years. You can apply for an extension starting 90 days before expiration, and the extension process also requires re-evaluation.
- Venture Business Certification does not have a separate renewal procedure; instead, you must request a new certification before the current one expires. For the R&D type and Innovative Growth type, the processing period is 45 days but can be extended once for an additional 20 days, so you should calculate backward from a maximum of 65 days.

1. The certification file pulled out in late October I am an administrative agent (administrative scrivener) based in Songdo, Incheon. I would like to introduce an anecdote from my work.
As late October approaches, inquiries regarding corporate certifications increase. This is because many companies have certifications that expire in late December or early January, right when public institution bidding schedules and policy fund announcements are concentrated at the beginning of the year.
The client that requested a consultation in the fourth week of October was a manufacturer of industrial air filters located in the Namdong Industrial Complex in Incheon. They had 23 employees, and about 40% of their revenue came from supplying public institutions. The person who contacted me was an assistant manager in her late 20s from the management support team. After her senior colleague, who was in charge of certification tasks, resigned in September, the certification file in the cabinet was passed down to her.
There were five certificates in the file. The problem was that the expiration dates for each certificate were different, and the methods for extension varied for each. In her first email, she included photos of the five certificates along with a single line: “I don’t know which one to start with.”

2. Expiration date table for 5 types of certifications First, I created a single table containing the expiration dates and extension methods for the five certificates. Before looking at the dates, I categorized them by how the extension method differs for each certification.
| Certification | Validity Period | How to Re-obtain | This Company’s Expiration |
|---|---|---|---|
| Certificate of Direct Production | 2 years from issuance | Reapply within 30 days before expiration | Early December |
| Inno-Biz (Technology Innovation Small and Medium Enterprise) | 3 years | Apply for extension starting 90 days before expiration | Mid-February next year |
| Venture Business Certification | 3 years from confirmation date | Request new confirmation without renewal | Late March next year |
| Women-Owned Business Certificate | 3 years | Apply for new confirmation before expiration without renewal | September next year |
| Small and Medium Enterprise (SME) Confirmation | Based on issuance criteria | Check the latest version before applying for Direct Production Confirmation | As needed |
Once the table was laid out, the order became clear. The most urgent matter was the Direct Production Confirmation, which expires in early December. Since a new certificate’s validity period continues from the day after the expiration date if you reapply within 30 days before it expires, the application window opened in early November. Considering the time required for on-site inspections and supplementary document requests, the application had to be submitted as soon as that period began, leaving only about two weeks from the date of our consultation. This company was facing bidding for products subject to competition among small and medium enterprises in February of the following year. Without the Certificate of Direct Production, they would be unable to participate in those bids.
Bidding processes often require a valid certificate as of the announcement date or the deadline for registration for bidding participation. If you reapply after expiration, a gap is created until the new certificate is issued, and if a public announcement is released during that gap, you will fail to meet the eligibility requirements. For companies with a high proportion of supplies to public institutions, this gap directly impacts production schedules and employee working hours. For this company, the volume of supplies to public institutions during the winter season was already dictating the night shift schedules for production workers.
Since the Women-Owned Business Certificate would only need to be addressed next summer—provided the CEO does not change—I simply left it on the table.

3. Direct Production Confirmation Re-application and Changes in the Process Direct Production Confirmation is not a procedure that is completed simply by resubmitting the same documents as two years ago. At the time of application, it is re-verified whether the company directly performs the production facilities, manpower, and processes determined for each product.
I placed the factory layout and the equipment list side-by-side with the application materials from two years ago and compared them. I noticed one difference. For the past year, the company had been outsourcing part of the metal bending process used to make filter frames to a partner company. The assistant manager had not recorded this change separately.
This part was the biggest issue regarding the re-application. I first checked whether that specific process was a process that the company must perform directly according to the Direct Production Confirmation Standards for each product. In this case, the process that the company must perform directly was still being done within the factory, and the metal frames outsourced externally could be viewed as purchased parts. Since the confirmation standards vary by product, the conclusion can differ from company to company even for the same type of outsourcing.
However, an explanation was required during the on-site inspection. Therefore, I prepared the following three things:
- Process Execution Subject Table: Organized the sequence of processes, noting that cutting, assembly, sealing, and inspection are performed directly by the company, while the metal frames are purchased parts.
- Updated Equipment List: Reflected one new sealing machine and one discarded cutting machine acquired over the past two years.
- Production Manpower Roster: Cross-checked the list of employees covered by the four major social insurances with the production process personnel and organized the internal roster to remove employees who had resigned.
The re-application was submitted on the first Tuesday of November, when the 30-day period began.

4. Preparing for the InnoBiz Extension Evaluation For InnoBiz, an extension can be applied for starting 90 days before expiration. Since this company’s expiration date was in mid-February of the following year, the application could be made starting from mid-November.
The assistant manager thought that the extension was a procedure that only required submitting an application. In reality, even for an extension, one must undergo a self-diagnosis again and an evaluation by an evaluation agency. Since the extension will not be granted if the evaluation score does not meet the criteria, it is better to prepare the supporting evidence before applying.
I compared the self-diagnosis items with the previous evaluation data and identified the changed figures.
- R&D Activities: Compiled a list of two patents registered over the past three years and one pending application currently in progress.
- Manpower Status: Reflected the fact that the research personnel decreased by one due to a researcher’s resignation.
- Management Plan: Organized the development plan for a new product line (high-performance filters for semiconductor factories) and the status of securing supply destinations.
The reduction in research personnel was a figure that could not be hidden. Instead, I restructured the order of the documents so that the testing equipment acquired in the meantime and the newly filed patents would be reflected in the technical capability evaluation. The extension application was completed in the third week of November, and the evaluation schedule was set for December. On the day before the evaluation, I sent a one-page summary containing five expected questions and the page numbers of the materials to be used for the answers so that the CEO could explain the new product development plan personally.

5. The Reason for Deciding to Apply for Venture Business Confirmation in Early January There is no separate renewal procedure for Venture Business Confirmation. One must request a new confirmation before the 3-year validity period ends. For the R&D type and the Innovative Growth type, the processing period is 45 days and can be extended once for an additional 20 days. Calculating backward from a maximum of 65 days, if we want to align with an expiration at the end of March, the application had to be made by mid-January at the latest.
The assistant manager suggested applying together before the year-end workload piles up. There were two reasons why we decided not to apply immediately in October but instead in early January.
- It overlaps with the InnoBiz evaluation schedule. If the InnoBiz evaluation in December and the Venture Business Confirmation on-site inspection are scheduled in the same month, the same person in charge would have to prepare for both evaluations simultaneously.
- The results of the InnoBiz extension can be used. The patent and R&D data organized for the InnoBiz extension extension could be used as-is in the Venture Business Confirmation application. This means we do not have to create the same materials twice.
There was one more thing I verified. Since this company has been established for more than three years, if they apply under the R&D type, the criteria for the ratio of R&D expenses to sales (at least 5% and above the ratio notified by industry) applies. This was a criterion that did not exist when they first received confirmation three years ago. After pre-calculating the ratio using the R&D expenses and sales from the last fiscal year, it exceeded the threshold, so we decided to apply under the same type. Detailed information regarding this criterion has been organized in the post [Venture Business Confirmation 3-Year Validity Period, Re-application Period and Documents Before Expiration].
I wrote “Apply for Venture Business Confirmation in the second week of January” on the expiration date chart and also noted the date two weeks prior to that for checking the materials. This schedule was also registered on the company’s shared calendar.

6. The Date All Documents Are Ready and the Order of Filing Direct Production Confirmation re-application in early November, InnoBiz extension application in the third week of November, and Venture Business Certification application in the second week of January. Once these three schedules were confirmed, the assistant turned off the video conference screen with a slightly more relieved expression.
The on-site inspection for the Direct Production Confirmation took place in late November. The inspector asked about the outsourcing of metal frames, and the assistant explained by showing a table of the entities performing each process. The request for additional documentation was one copy of the delivery statements from partner companies. These were sent two days later, and the new Direct Production Confirmation Certificate was issued in early December before the expiration date.
The InnoBiz extension evaluation was completed in mid-December, and in this case, the extension was approved. Since the evaluation criteria and results for each certification vary depending on the company’s situation, it is impossible to predict the outcome in advance.
There was also a small incident. On the morning of the on-site inspection, the assistant almost handed the inspector the original Direct Production Confirmation Certificate from two years ago, which had been placed on the conference room desk alongside the new application materials. The assistant laughed, saying they were able to swap it out immediately thanks to a yellow Post-it note labeled “Data from 2 years ago” attached to the front of the file.

7. Year-End Corporate Certification Expiration Checklist If your company holds multiple certificates, please check them in the following order at the end of the year:
- Create an Expiration Date Table: On a single sheet, record the expiration date for each certificate and the method for renewal (re-application, extension, or new certification).
- Cross-check with Bidding and Government Support Project Schedules: Prioritize the certifications that expire before next year’s bidding and policy fund announcement schedules.
- Calculate Application and Deadline Dates: For Direct Production Confirmation, calculate backward from the expiration date within 30 days; for InnoBiz and Main-Biz, starting from 90 days before expiration; and for Venture Business Certification, account for a maximum processing period of 65 days.
- Identify Changes Over the Past Two Years: First, identify any changes since the last application, such as outsourcing of processes, changes in equipment, or employee resignations.
- Register on a Shared Calendar: Register the application dates and document review dates on the company calendar so that the schedule remains even if the person in charge changes.
Certification tasks are easily disrupted when there is a change in personnel. The Hwang Yunsang Administrative Agent (administrative scrivener) office creates expiration date tables for each certification and provides agency services for preparing and filing Direct Production Confirmation re-applications, InnoBiz extension applications, and Venture Business Certification applications. We also provide support for preparing for on-site inspections and evaluations. As criteria vary by certification, it is necessary to check the latest announcements from the respective certification institutions.
