The most time-consuming part of applying for permits or government support projects is document preparation. Between October 19 and 23, the Ministry of Land, Infrastructure and Transport, the Ministry of Climate, Energy and Environment, and the Ministry of the Interior and Safety successively announced measures to reduce required submission documents. Since these include both measures already in effect and those changing through guideline revisions within this year, you must distinguish between them.
1. Ministry of Land, Infrastructure and Transport: 331 documents for 43 services → 175 documents

On October 23, at the 2nd plenary meeting of the Regulatory Rationalization Committee, the Ministry of Land, Infrastructure and Transport announced that it has reduced the required documents for 43 services in new industry sectors—such as startups, drones, logistics, and mobility—from 331 items (2,426 pages) to 175 items (1,426 pages). This represents a reduction rate of approximately 53%. The streamlining standards consist of four categories:
- Consolidation of Duplicate Documents: Smart Logistics Center certification application documents reduced from 6 items to 1 self-assessment report; Drone Commercialization Support Project application documents reduced from 3 items to 1 business plan.
- Direct Verification by Agencies: When registering a drone service business, submission of insurance certificates is waived through linkage with the Drone Information Integrated System; for the Ministry of Land, Infrastructure and Transport Startup Incubating Program, submission of business registration certificates and standard financial statements is waived.
- Page Limits: Explanatory documents for designation as excellent logistics new technology reduced from within 50 pages to a recommended within 24 pages; Logistics Efficiency Consulting business plans limited to around 10 pages.
- Adjustment of Submission Timing: For regulatory exception applications, the local government support commitment letter is required before the committee review; for regulatory sandbox demonstration project expenses, a copy of the bankbook is required after support is confirmed.
The Ministry of Land, Infrastructure and Transport plans to revise guidelines and manuals within this year and will reflect matters to be included in recruitment notices on an ongoing basis. Regarding the application timing for each service, ⚠️ you must check each individual public notice.
2. Ministry of Climate, Energy and Environment: Abolition of Wind Speed Measurement Data for Onshore Wind Power Permits
The Ministry of Climate, Energy and Environment plans to reduce documents for 33 services centered on policy support fields from 395 items (1,626 pages) to 196 items (1,014 pages). The number of document types will decrease by 50.4%, and the total volume by 37.4%.
- Onshore Wind Power Generation Business Permit: Following the revision of the public notice on October 1, the obligation to submit wind speed measurement data directly measured for over one year has been abolished. This can be replaced by wind field data from the Korea Meteorological Administration’s renewable energy meteorological information platform. The Ministry explained that this could save a one-year commencement period and approximately 250 million KRW in initial costs for a 30MW project.
- Commercialization Support Project for Small and Medium Environmental Enterprises: Six types of documents issued by administrative agencies, such as business registration certificates, financial statements, and tax payment certificates, will be directly verified by the receiving agency, reducing mandatory documents from 15 to 5.
- Circular Economy Regulatory Sandbox: Through the revision of the Enforcement Decree, 10 types of mandatory documents will be integrated into 4 types, and page limits will be set using standard forms (⚠️ check the timing of the Enforcement Decree revision).
- Eco-Label Certification: By reorganizing the application system to allow the reuse of previously entered data, the number of documents will be reduced from 20 to 12.
3. Ministry of the Interior and Safety: Simplification of Submission Documents for 1,658 Administrative Services Completed

On October 19, the Ministry of the Interior and Safety announced that it has completed the simplification of submission documents for 1,658 administrative services from 2024 through the third quarter of this year. If the applicant consents to the use of shared administrative information, the person in charge can verify the information through the computer network, so there is no need to issue the relevant documents separately.
- By Field: 535 for small business owners/entrepreneurs (32.3%), 204 for the disabled, elderly, vulnerable groups, and veterans, 193 for daily life, taxes, and fee reductions
- By Processing Agency: 922 local governments (55.6%), 374 central government ministries/educational institutions, 302 public institutions
- Examples: Support for small business management environment improvement projects, reissuance of mail-order business registration certificates, reporting the construction of temporary buildings for rural stay shelters, etc.
- Administrative Information Subject to Shared Use: 174 types in 2025 → 181 types in 2026
4. Things to Check Before Applying
- First, check if there is a consent section for the use of shared administrative information on the application form. If you do not consent, you must submit the relevant documents yourself.
- Documents written by the applicant, such as business plans, may not decrease in number or may have a page limit; therefore, write focusing on the core content to avoid exceeding the limit.
- For documents that have changed to submission after selection, such as copies of bankbooks, you must submit them within the deadline after receiving the selection notice, so prepare them in advance.
