Procedure
- Drafting Difficulty Low
Work completed by drafting documents such as contracts, certified letters or statements of fact, without review by a government authority.
We will prepare and submit petitions, complaints, and suggestions based on the provided materials. Electronic submission and in-office submission are categorized into the scope you select.
Scope & fee
- Electronic filing
- Based on the data provided by 1 applicant or 1 organization, we will prepare 1 type of document and a list of supporting documents among petitions, complaints, and suggestions, and support submission through the selected route. It does not include separate complaints or subsequent complaints. Scope of writing: 1 type per petition/petition/suggestion, 5 pages per type. It does not include in-office submissions.
- In-person filing
- Based on the data provided by 1 applicant or 1 organization, we will prepare 1 type of document and a list of supporting documents among petitions, complaints, and suggestions, and support submission through the selected route. It does not include separate complaints or subsequent complaints. Scope of writing: 1 type per petition/petition/suggestion, 5 pages per type. 1 office visit is included.
- 01
Identify the petition type and agency: Decide whether the request is a statutory civil petition (permit, registration or report), an inquiry, a proposal, a grievance or a public petition, then check the agency in charge, the processing period and the required documents in the Government24 guidance or the agency's civil petition handbook.
- 02
Prepare the form and required entries: If the relevant law prescribes an application or report form, use it. Petitions, proposals and public petitions without a form are written as a document stating the applicant's details, the purpose and reasons of the request, and the underlying facts. A public petition must include the name and address and be signed.
- 03
Organize facts and requests: Set out the facts in date order, state the legal basis and the requested action (correction, investigation, policy improvement, etc.) separately, and number the evidence so it links to the text. A request with an unclear purpose is likely to be closed.
- 04
Submit and keep the receipt: File online through Government24 or the National E-Petition portal, or at the agency's civil affairs office in person or by mail, and keep the receipt number or receipt. When submission is entrusted to someone else, the agency checks the power of attorney (Form No. 3 of the Enforcement Rule of the Civil Petitions Treatment Act) and an ID.
- 05
Track processing: Check progress against the processing periods, such as 7 or 14 days for inquiries, 14 days for proposals, 7 days for grievances and 90 days for public petitions (extendable once by up to 60 days), and supplement documents within the set period if requested.
- 06
Challenge a refusal or unsatisfactory result: For a refusal of a statutory civil petition, file an objection (Form No. 11 of the same Rule) within 60 days from the date of the refusal; an administrative appeal can also be filed regardless of the objection. If unsatisfied with the agency's handling, file a grievance petition with the Anti-Corruption and Civil Rights Commission or a local ombudsman committee.
