Vehicle owners or transferees who want to process ownership transfer registration due to sale, inheritance, or gift, mortgage registration or cancellation, and license plate reissuance.

The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.

We prepare documents for vehicle sale and transfer registration, mortgage establishment/cancellation/transfer/change, license plate reissuance, and registration number change. We distinguish between preparing for self-submission and submitting in person at the the Seoul metropolitan area government office.

Check the register and deadline: check the owner and any registered lien or seizure in the vehicle register, and calculate the deadline by cause of transfer (sale, gift, inheritance). Missing the deadline leads to sanctions that grow with the number of days late.

Clear liens and seizures: a lien does not disappear when the owner changes, so to keep the buyer from taking it on, obtain cancellation documents from the lien holder before the deal and register the cancellation first. Even after paying off an installment loan, the cancellation must be applied for separately.

Prepare documents by cause: for a sale, the transfer certificate and the seller's certificate of seal impression for vehicle sale stating the buyer's details or a certificate of personal signature; for a gift, the deed of gift; for inheritance, documents on the heirs' relationship and the heirs' agreement. A vehicle sold by a registered dealer does not require a separate certificate of seal impression.

Insurance and application form: take out compulsory insurance in the transferee's name starting on the transfer date and fill in the transfer registration application on Form No. 14. For an application by proxy, attach a power of attorney and the principal's identification.

File with the registration authority: file at the vehicle registration office or the vehicle registration desk of the city, county or district for the principal place of use, or apply online through Car365. The acquisition tax due on transfer is paid in the applicant's name and a new vehicle registration certificate is issued.

Plate change and follow-up: if the registration number changes, replace the plates. If the transferor applied, check the authority's notice of transfer after the urging period ends, and if an individual takes over a long-term rental car (ha, heo, ho plates), change to regular plates.
