Start-up permit pre-review

When opening a shop or company, many industries require a business report, registration or permit first, and a copy of that permit certificate and a copy of the premises lease are submitted with the business registration application (Article 11 of the Enforcement Decree of the Value-Added Tax Act). Business registration must be applied for within 20 days of starting the business (Article 8 of the Value-Added Tax Act), so the order should be planned with the permit processing time included. A business report is sometimes refused after the lease has been signed because of the building's use or its floor-area or facility standards, so it is safer to check the industry permit requirements and the premises requirements together before signing. The start-up permit pre-review organizes the list and order of required permits, the premises requirements and the documents to prepare for your business type and industry; drafting and filing the permit application itself continues as the service for that industry.

Procedure type
  • Advisory Difficulty Low

Work completed by our office’s review, guidance or submission — such as administrative consultation, pre-review of licensing, or submitting already prepared documents — without a separate review by the authority.

  1. 01

Organize the business type and industry: decide whether to start as a sole proprietor or a corporation, and organize the business category and items, the premises address and whether there will be joint representatives. Even for the same shop, the required permits and qualifications change with how the industry is defined, so the industry is fixed concretely at this stage.

  2. 02

Check the permits for the industry: confirm the report, registration or permit each industry needs (such as a restaurant business report, a mail-order business report or construction business registration) and the processing body (city, county or district office, or the competent authority), and organize requirements such as qualified personnel, capital and facilities and the processing time in a table.

  3. 03

Check the premises requirements: before signing, check with the building register whether the building's use allows the industry and whether it meets the floor-area, floor and facility standards. Also check whether the industry has location restrictions, such as educational environment protection zones around schools.

  4. 04

Explain the order and documents: organize the order and deadlines for the permit application, business registration and opening, and provide a list of documents for each stage. Business registration needs a copy of the permit certificate and a copy of the lease; before the corporate registration or before the permit, a copy of the application or a business plan can be used instead.

  5. 05

Connect to the permit application: depending on the review, drafting and filing the business report, registration or permit application continues as the service for that industry, and documents are supplemented within the deadline if a correction is requested during processing.
