Business Waste Discharger Report

The business waste discharger report is filed under Article 17(2) of the Wastes Control Act and Article 18 of its Enforcement Rule with the head of the city, county or district (si/gun/gu) that has jurisdiction over where the waste is generated. It applies to sites with emission facilities that discharge at least 100 kg of waste per day on average, other sites that discharge at least 300 kg per day on average, and construction works that discharge at least 5 tons. Ordinary sites file within 1 month of starting business or of the waste first being generated, construction works file by the start of construction, and the local head notifies whether the report is accepted within 20 days of receipt. Businesses that discharge designated waste do not file this report but must have their waste treatment plan confirmed under Article 17(5) by the Mayor/Do Governor or the regional environmental office once they exceed the volume thresholds in Article 18-2 of the Enforcement Rule, and waste paper, scrap metal, rice husks and rice bran are excluded. After filing, the discharger enters hand-over and receipt details in the Allbaro system each time waste is handed over, files a change report within 1 month of any change, and submits the performance report by the end of February of the following year.

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Confirm coverage and waste type: Check whether the site is covered by Article 18(1) of the Enforcement Rule using whether it has emission facilities and its average daily volume (100 kg for emission facilities, 300 kg for other sites, 5 tons in total for construction works), and separate excluded items such as waste paper and scrap metal from designated waste.

  2. 02

Check designated-waste status in advance: Waste that may be classified as designated waste because of hazardous substance content must be checked in advance through a waste analysis institution, and the waste analysis result is attached to the report.

  3. 03

Prepare the consignee capacity confirmation and report form: Obtain the consignee treatment capacity confirmation (Form No. 5) from the contracted treatment company, then complete Form No. 6 for ordinary sites, Form No. 7 for construction works, or Form No. 8 for a joint treatment body.

  4. 04

File with the local government: Ordinary sites file within 1 month of starting business or of the waste being generated, construction works by the scheduled discharge date (start of construction), and the representative of a joint treatment body within 7 days of starting business. The local head notifies acceptance within 20 days and issues the report certificate.

  5. 05

Enter hand-over data in the Allbaro system: Each time waste is handed over, the discharger, the collector-transporter and the treatment company each enter the hand-over and receipt details and on-site data such as weighing values, and the discharger checks the entries.

  6. 06

Change reports and performance report: If the monthly average volume rises by 50 percent or more, the business name or location changes, or the treatment plan by waste type changes, file a change report within 1 month of the event. Submit the waste discharge and treatment performance report through Allbaro by the end of February of the following year (within 15 days after discharge ends for construction works).

If the treatment company or treatment method is changed without a change report within 1 month, the report no longer matches the Allbaro entries and the site is easily cited in inspections.
