Procedure
- Application Difficulty Medium
An application for a subsidy, benefit, compensation or decision. The authority reviews whether the payment or selection criteria are met and then decides.
- 01
1. Check eligibility: The applicant must be a victim directly harmed by a domestic violence crime under Article 2(5) of the Act on Special Cases Concerning the Punishment of Domestic Violence Crimes. The applicant's registered address must differ from the perpetrator's, so if the applicant has moved, complete the move-in report first. Violence between former spouses, lineal relatives, and cohabiting relatives is also domestic violence.
- 02
2. Designate restricted persons: Restricted persons are designated from those under Article 29(2)(5) of the Resident Registration Act, that is, the head of household's spouse and lineal blood relatives, lineal blood relatives of the head's spouse, spouses of the head's lineal blood relatives, and spouses and lineal blood relatives of household members. For each restricted person, the application states the relationship to the applicant (per the family relations register), name, and address or resident registration number. Household members and lineal relatives to be protected also sign in the applicant section.
- 03
3. Prepare evidence: Prepare one document specified by law, such as a counseling confirmation from a counseling center or emergency hotline, shelter admission confirmation, a court interim measure or victim protection order (certified copy), a decision notice on a complaint, a police investigation result notice, or a copy of a final judgment. If a crime victim shelter confirmation is submitted, a medical certificate or a police-issued document substantiating the domestic violence must also be submitted.
- 04
4. Apply in person at the community center: The victim shows an ID such as a resident registration card and submits the application and evidence to the township office or neighborhood community center. Processing is immediate and there is no fee. When the restriction is applied, the head of the issuing office notifies the restricted persons in writing of the reason.
- 05
5. Effect and release: Restricted persons cannot inspect the victim's resident registration record or obtain certified copies or abstracts, and requests for abstracts citing interests such as claims or debts are also restricted. To release the restriction, the applicant submits a release application; if the applicant has died, household members, lineal relatives, or the restricted person may apply for release under the conditions set by law, such as consent of all family members at the same address.

The application cannot be made if the registered address is the same as the perpetrator's, so first change the registered address by a move-in report. Because restricted persons are notified in writing of the reason for the restriction, it is advisable to prepare a personal safety plan at the same time.
