- 01
Check the disposition and deadlines: From the decision notice, confirm whether it is a revocation or suspension, the reason, and the date you received it, then calculate the 60-day objection and 90-day appeal deadlines as actual dates.
- 02
Check exclusion grounds: Use the driving record certificate to confirm any drunk-driving record or injury accidents in the past five years, whether the measured level exceeds 0.1%, and whether there was test refusal, flight, or assault on an officer. For revocation by accumulated penalty points, check separate exclusion grounds such as a revocation within the past five years.
- 03
Organize livelihood evidence: Show that driving is your source of income with an employment certificate and pay records, or a consignment contract, monthly settlement statements, and income filings; show dependent family members with a family relation certificate and records of living or tuition payments.
- 04
File the objection: If a mitigation ground applies, submit the objection to the provincial police agency for your address within 60 days of the disposition; the driver's license disposition review committee decides based on the submitted materials.
- 05
File the administrative appeal and a stay request: File the appeal with the Central Administrative Appeals Commission through the online administrative appeal system, and file a request for a stay of enforcement at the same time if being unable to drive causes irreparable harm. When the agency's response arrives, add materials in a supplementary brief.
- 06
After the ruling: A ruling is in principle issued within 60 days of the commission receiving the appeal and may be extended by 30 days. If the disposition is changed to a suspension, confirm the end date of the suspension and the license restoration procedure with the competent police station.
