Entertainment Bar and Karaoke Bar Business Permit

Karaoke bars (danranjujeom) and entertainment bars (yuheungjujeom) are food service businesses under Article 37 of the Food Sanitation Act and Article 21 of its Enforcement Decree, and unlike general restaurants they cannot open on a simple report; they require a business permit from the city, county or district office where the business is located. A karaoke bar mainly prepares and sells alcoholic beverages and allows customers to sing, while an entertainment bar may employ entertainment staff or install entertainment facilities and allows customers to sing or dance. Under Article 8 of the Act on the Protection of Educational Environments, business is not allowed in the absolute protection zone within a straight-line distance of 50 m from a school entrance, and in the relative protection zone within 200 m of the school boundary, deliberation by the Educational Environment Protection Committee is required. The building use and the certificate of completion of fire safety facilities for multi-use businesses also determine whether a permit is granted.

A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.

  1. 01

Decide the business type: Decide whether it is a karaoke bar, where customers may only sing, or an entertainment bar, which may employ entertainment workers or install entertainment facilities such as a dance floor. The required building use and facilities differ by type.

  2. 02

Check the building use and zoning: Entertainment bars must be in buildings used as amusement facilities, and karaoke bars must be in Class 2 neighborhood living facilities or amusement facilities depending on floor area; since amusement facilities are not allowed in some zoning districts, check the building register and land use plan confirmation first.

  3. 03

Check educational environment protection zones: Check whether the premises are in the absolute protection zone within 50 m of a school entrance or the relative protection zone within 200 m of the school boundary, and if in the relative zone, prepare an application for deliberation by the Educational Environment Protection Committee.

  4. 04

Fire safety facility certificate: As a multi-use business, meet the fire safety facility standards from the interior construction stage and obtain a certificate of completion of safety facilities from the local fire station.

  5. 05

Hygiene training and health examinations: The business operator completes food hygiene training before opening, and persons subject to health examinations prepare their health examination certificates.

  6. 06

Permit application and on-site check: Submit the business permit application and attachments to the city, county or district office, and the permit is issued after an official inspects the facilities. Operating before the permit is granted is unlicensed business and subject to punishment.

Educational environment protection zone deliberation and building use changes take longer than the permit application itself, so failing to check both before signing a lease can leave you paying rent without being able to open.
