Food Transport Business Report

A business that specializes in transporting perishable foods such as fish, shellfish and their processed products and lactic acid beverages (including sterilized ones) is subject to a food transport business report under Article 21 of the Food Sanitation Act Enforcement Decree, filed with the city, county or district office where the office is located. Transporting meat and other livestock products requires a separate livestock products transport report under the Livestock Products Sanitary Control Act, and carrying other people's food for payment may require a separate freight transport license. Under the facility standards (Table 14 of the Enforcement Rule) the business needs a dedicated food vehicle with an enclosed cargo compartment that can maintain refrigeration (0-10°C) or freezing (-18°C or below), plus a garage and an office. Food hygiene training is completed before reporting and processing usually takes about 3 days.

  • Notification Difficulty Low

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Confirm whether a report is required: A manufacturer or seller carrying its own products in its own vehicle, or anyone carrying only ambient-temperature food, does not need to report. Report when specializing in transporting perishable food; unreported operation is subject to criminal penalties, so decide before starting.

  2. 02

Check the vehicle structure: The vehicle must be a dedicated food vehicle with an enclosed compartment that maintains refrigeration (0-10°C) or freezing (-18°C or below). Loading ice boxes in an ordinary box truck is not accepted, and for a used freezer truck check that the vehicle registration shows the refrigerated or frozen structure.

  3. 03

Prepare the garage, car wash and office: A garage may be a rented nearby parking lot and the car wash facility may be replaced by an external car wash. Whether a shared office counts as an office varies by local government, so confirm with the hygiene department in advance.

  4. 04

Complete hygiene training: Complete food hygiene training before reporting and obtain the certificate. Training before starting business is the rule, so schedule it before the filing date.

  5. 05

Check health examinations: If you carry unpackaged food yourself, have a health examination before starting. If you carry only fully packaged food, no health examination is required, so decide based on what you carry.

  6. 06

Submit the business report: Submit the report, training certificate, vehicle registration and garage and office use documents to the hygiene department of the district office where the office is located. Processing usually takes about 3 days, and a change report is required if the vehicle changes or increases.

If you do not check whether a report is required and the vehicle structure before buying a vehicle and signing the office lease, you may spend money on a vehicle and office that are not accepted and have to prepare them again.
