Procedure
Procedure
- Notification Difficulty Low
You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.
- Approval Difficulty High
A procedure, such as establishing a corporation, a business plan or a transfer, that takes effect only when the authority reviews and approves it. The authority has wide discretion, so a well-prepared business plan and supporting evidence are important.
We will review the product's ingredients and test data and prepare and submit a conformity confirmation or approval application document. If support for application to a testing agency is required, the relevant scope will be categorized separately.
Scope & fee
- Possession of test results and reporting of conformity confirmation of household chemical products
- We will prepare and submit a conformity confirmation report and attached materials by comparing approximately 20 pages of provided materials, including the ingredient list, labeling sample, and testing agency confirmation report for 1 product. This is a case where a valid confirmation result is provided, and actual tests, visits, and applications for new testing institutions are separate.

- 01
Determine the item and whether a report or approval applies: Check whether the product falls under the announced list of Safety-Confirmed Household Chemical Products. If a safety standard under Article 9 of the same Act has been announced for the item, proceed with conformity confirmation and a report; if not, proceed with an approval application. Products that already hold KC certification for electrical or household goods must still go through this procedure.
- 02
Organize ingredient and product information: Using the manufacturer's data, organize the ingredients, mixing ratios and uses of every substance in the product, the product name, formulation, weight or volume, and product photos and instructions. For contract manufacturing, gather the contractor's trade name, address and contact details and a copy of the contract; for imported products, request the overseas manufacturer's ingredient list first.
- 03
Prepare the application or report form: For items with an announced safety standard, submit the confirmation application (Form No. 1) together with the product to a designated testing and inspection institution, and once the confirmation result is received, prepare the safety-standard conformity report (Form No. 3). For items without an announced standard, attach to the approval application (Form No. 5) data on the manufacturer of the main ingredient and manufacturing method, efficacy, safety, risk including exposure information, quality-control test results and first-aid measures.
- 04
Review the label sample: Using a label sample, confirm that the product name, the manufacturer's or importer's trade name, address and contact details, the names of acutely hazardous substances, priority-control substances and biocidal substances, weight or volume, precautions for use, month and year of manufacture, and the report or approval number are shown in Korean. For products subject to child-resistant packaging, include that indication as well.
- 05
Submission and supplement response: The testing and inspection institution notifies the result within 10 days of completing the test, the report is filed with the Korea Environmental Industry and Technology Institute within 30 days of that notice, and the Institute issues a report certificate within 25 days. The National Institute of Chemical Safety receives approval applications and notifies the result within 90 days; after approval, changes to the product name, formulation or contained substances other than the main ingredient require change approval, while changes to the trade name, address or contact details require a change report.
