- Application Difficulty Medium
An application for a subsidy, benefit, compensation or decision. The authority reviews whether the payment or selection criteria are met and then decides.

1. Check the four requirements: Confirm that the home was delivered and the move-in report and fixed date were completed (leasehold registration and jeonse rights included), that the deposit is KRW 500 million or less, that two or more tenants have suffered or are expected to suffer damage through the landlord's bankruptcy or rehabilitation or the start of auction or public sale, and that there is reasonable ground to suspect the landlord did not intend to return deposits, such as an investigation or fraud. Tenants whose auction or public sale is complete are not assessed on the move-in/fixed-date and multiple-victim requirements.
- 02
2. Check the exclusions: A tenant is excluded if the full deposit can be recovered through guarantee insurance, if the whole deposit is subject to priority repayment of a fixed amount, or if the tenant is judged able to recover the full deposit through opposing power or priority repayment rights. The committee may raise the deposit cap within a range of KRW 200 million.
- 03
3. Submit the application: File the determination application with the lease copy, documents on the start of auction or public sale, enforceable-title documents such as a judgment or payment order, and other documents proving the requirements, to the Mayor or Provincial Governor. The resident registration abstract is checked through administrative information, and if the tenant cannot apply in person, an agent is appointed with a power of attorney. Defects in the application bring a supplement request with a period of up to 14 days.
- 04
4. Investigation, deliberation and decision: The Minister investigates the lease rights and the landlord's debts within 30 days of the application. The committee deliberates and decides within 30 days of the agenda being submitted, extendable once by up to 15 days if unavoidable. The original decision document is served on the applicant.
- 05
5. Objection within 30 days: A person who objects files an objection with the Minister within 30 days of receiving the decision. The Minister decides after re-deliberation by the committee within 20 days of receiving the objection.
