Preparation of registration documents for measuring instrument manufacturing/repair and notification documents for imports

A business that manufactures measuring instruments or repairs instruments it manufactured registers as a measuring instrument manufacturer, and a business that repairs instruments made by others registers as a measuring instrument repairer under Article 7 of the Weights and Measures Act, while a business that imports measuring instruments files an import business report under Article 9 of the same Act. The authority under the Act is the mayor or governor of the province or metropolitan city, but under Article 49 of the Enforcement Decree it is delegated to the head of the si/gun/gu, so the si/gun/gu office where the business is located accepts the filing, and registration requires the in-house facilities and inspection equipment for each instrument type set out in Annex 3 of the Enforcement Decree. Changes to registered or reported details must be reported within 30 days, and a person within 1 year of registration revocation or business closure, a person under adult guardianship, or an undischarged bankrupt cannot register or report. Instruments subject to type approval must obtain type approval separately before manufacture or import.

Procedure

Procedure type
  • Registration Difficulty Medium

The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.

  • Notification Difficulty Low

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

Classify the business: Manufacturing or repairing your own products is manufacturing, repairing instruments made by other companies is repair, and importing as a business requires an import business report. Repair is limited to the scope in Annex 4 of the Enforcement Decree, so first compare the instrument types and work you plan to do.

  2. 02

Check inspection equipment standards: Annex 3 of the Enforcement Decree sets separate inspection equipment and specifications for each type, such as non-automatic weighing instruments, weights, gas meters, water meters, fuel dispensers and electricity meters. If you handle two or more types, overlapping equipment needs to be provided only once, and some equipment may be secured through lease or shared-use agreements.

  3. 03

Check the inspection room and calibration: Confirm that the temperature and humidity control equipment of the inspection room meets the standards, and keep calibration certificates for inspection measuring devices that are within their calibration intervals. Also confirm that the measuring devices are more precise than the instruments to be inspected.

  4. 04

Prepare the application and statements: Attach the in-house facility statement and the inspection equipment statement to the registration application (Form No. 1). For imports, enter the instrument types, the importer's name and address, and the country, name and address of the manufacturer on the report (Form No. 6).

  5. 05

Submit to the si/gun/gu and receive the certificate: After filing with the si/gun/gu office where the business is located, the office checks compliance and issues a registration certificate or an import report confirmation. The business registration certificate and corporate registration are checked through administrative information sharing, or submitted directly if you do not consent.

  6. 06

Change reports and equipment management: Submit a change report (Form No. 3) within 30 days when registered or reported details change, and the office notifies acceptance within 7 days. If inspection equipment falls below the standards after registration, it is grounds for revocation or suspension, so recheck the standards when replacing equipment.

Repairing instruments without registration or importing without a report is subject to criminal penalties, so businesses handling items that newly became legal measuring instruments, such as EV chargers, should first confirm whether registration is required before starting operations.
