Meat Packing Business Permit

To cut or divide and package meat for distribution, you must obtain a meat packing business permit for each workplace from the city, county or district office having jurisdiction under Article 22 of the Livestock Products Sanitary Control Act, and the permitting authority must notify the applicant of its decision within 8 days of receiving the application. The workplace should in principle be in a building used as a factory; some areas allow Class 2 neighborhood living facilities under local ordinance, but permits are not granted in residential buildings. Under the standards in Appended Table 10 of the Enforcement Rule, the facility must separate the raw material storage room, cutting room and packing room and be able to maintain lighting of at least 220 lux and a room temperature of 15℃ or below. HACCP (Hazard Analysis and Critical Control Points) is being made mandatory in stages by sales size and will apply to all meat packing businesses from January 1, 2029.

Procedure

Procedure type
  • Permit Difficulty High

A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.

  1. 01

Check the building use: Before signing a lease, check on the building register whether the building is used as a factory or as a Class 2 neighborhood living facility permitted by local ordinance, and rule out residential buildings from the start.

  2. 02

Design the workplace: Separate the raw material storage room, cutting room and packing room, create a flow that prevents cross-contamination from receiving to shipping, and plan cooling and lighting equipment to maintain at least 220 lux and 15℃ or below.

  3. 03

Reflect HACCP standards: HACCP became mandatory for businesses with sales of 2 billion won or more in 2023 and 500 million won or more in 2025, and will apply to those with 100 million won or more in 2027 and to all businesses from January 1, 2029, so designing the permit drawings to HACCP standards from the start reduces the need for later reconstruction.

  4. 04

Hygiene training and health examinations: The business operator completes livestock products hygiene training, and workers receive health examinations and prepare their certificates.

  5. 05

Permit application and on-site check: Submit the permit application with the workplace floor plan and facility layout to the city, county or district office; an official inspects the facilities, and the decision is notified within 8 days of receiving the application.

  6. 06

Product manufacturing report and change permit: File a product manufacturing report before starting production or within 7 days of starting, with supporting data for setting the use-by date. Relocating the workplace requires a change permit.
