Documents for Objection to Military Service Determination

If you object to the physical grade from a military service examination, you must file an objection with the regional Military Manpower Office or the Central Military Service Examination Center within 10 days, counting the day of the determination (if the last day is a Saturday or public holiday, until the next day), under Article 45 of the Military Manpower Administration's Military Service Examination Regulations; objections to the results of a pre-enlistment examination must be filed within 7 days. Once an objection is received, the examining physician for that specialty re-examines you, and if you still disagree, the physical grade is decided through an examination and review at the Central Military Service Examination Center; the review schedule and notice of the result follow the guidance of the competent regional Military Manpower Office. Grades determined by height and weight cannot be objected to, and if an illness arises or worsens after the determination, you apply separately for a change of military service disposition under Article 65 of the Military Service Act. If the objection period has passed or you want to challenge the disposition itself, you can file an administrative appeal within 90 days from the date you learned of the disposition under Article 27 of the Administrative Appeals Act.

Procedure type
  • Appeal Difficulty High

Submitting an opinion, objection or administrative appeal against a disposition or decision already made, or applying for damage relief or dispute mediation. The reviewing body decides after examining the facts and the law, so preparing supporting evidence is important.

  1. 01

Determination date and deadline: Counting the day you received the examination result as day 1, the deadline is day 10, and for pre-enlistment examination results it is day 7. If the last day is a Saturday or public holiday, you may file by the next day.

  2. 02

Grounds and medical records: Physical grades are determined under the evaluation standards for the degree of illness or disability in the Rules on Physical Examinations for Military Service. Gather surgical records, imaging reports, outpatient and inpatient records, and military-service medical certificates you could not submit at the examination, focusing on records dated before the determination.

  3. 03

Filing the objection: Complete the Military Manpower Administration's objection (withdrawal) form and submit it in person, by mail, or by fax. If you faxed it, call the receiving department to confirm receipt, and if a parent or other person prepares it, obtain the examinee's consent.

  4. 04

Re-examination in the specialty: After receipt, the examining physician for that specialty re-examines you and explains the result. Illnesses graded only from grade 1 to 3 are decided at this re-examination, and the re-examination may be skipped if you have limited mobility or live far away.

  5. 05

Central examination and review: If you still disagree, the grade is decided by an examination at the Central Military Service Examination Center and a review committee, and the regional office issues the disposition within 5 days (excluding Saturdays and public holidays) of being notified. You may withdraw until the day before the central examination; if you withdraw or fail to attend without a justifiable reason, the original grade stands.

  6. 06

After the deadline has passed: If you missed the objection period or disagree with the result, file an administrative appeal against the disposition within 90 days from learning of it, and if your enlistment date comes first, also apply for a stay of execution. If your condition worsened after the determination, apply for a change of disposition; those graded 7 take a re-examination within 1 month after the treatment period ends.
