Two-wheeled Vehicle Use Notification · Cancellation

Motorcycles are subject to a use report under Article 48 of the Motor Vehicle Management Act rather than vehicle registration, so to acquire and use one you file a use report with the mayor, county head or district head and receive a number and a motorcycle use report certificate. The use report is made on Form No. 63 of the Enforcement Rule of the Motor Vehicle Management Act; if the principal place of use or the owner's name or resident registration number changes, a report of change of reported matters on Form No. 65 is filed within 30 days, and for a transfer of ownership within 15 days of purchase (balance payment date) for a sale or 20 days for a gift. When use is discontinued, a report of discontinued use on Form No. 68 is filed within 15 days of the event with the use report certificate and plate attached. If the transferee does not report the transfer, the transferor may report on their behalf.

  • Notification Difficulty Low

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Decide the type of report: use report for a new or used acquisition, change report for a change of address or name or a sale or gift, and report of discontinued use for scrapping, loss, theft or destruction; calculate each deadline (change 30 days, sale 15 days, gift 20 days, discontinuation 15 days).

  2. 02

Prepare proof of ownership: a motorcycle manufacturing certificate for a newly made vehicle, an import declaration certificate for an imported vehicle, or a certificate of discontinued use when reusing a vehicle whose use was discontinued; if these cannot prove ownership, attach documents proving ownership.

  3. 03

Inspection and measurement: for motorcycles subject to use inspection, submit the motorcycle use inspection certificate, and for vehicles requiring measurement, the motorcycle measurement confirmation.

  4. 04

File the report: take out compulsory insurance before riding, file the report with the city, county or district for the principal place of use (or the town, township, neighborhood or branch office where authority is delegated), and receive the plate and use report certificate.

  5. 05

Report by the transferor: if the buyer does not report the transfer, the transferor may submit the change report documents; the city, county or district urges the transferee to report within 7 to 15 days and, if there is no objection, processes it as a transfer report.

  6. 06

Report of discontinued use: if the motorcycle is no longer used due to scrapping, destruction, loss or theft, file the report of discontinued use with the use report certificate and plate within 15 days. For loss or theft, attach the police loss or theft report confirmation instead of the plate.
