Natural Disaster Private Property Damage Report

When houses, farmland, crops, greenhouses and livestock barns, fishing boats and aquaculture facilities, or small business premises are damaged by a natural disaster such as a typhoon, heavy rain or heavy snow, a natural disaster damage report must be submitted to the mayor, county head or district head within 10 days from the day the disaster ends, under Article 66 of the Framework Act on the Management of Disasters and Safety and Article 9 of the Regulation on Standards for Sharing Natural Disaster Relief and Recovery Costs, to be considered for disaster relief payments. Reports are accepted at the city, county or district office, the local community service center (eup, myeon or dong), or online through Safety Korea 24, and the local government decides on payment after confirming the damage. Article 6 of the same Regulation excludes from national support unlawful buildings (except houses being lawfully restored), facilities under construction, damage caused or worsened by ignoring evacuation orders or by intent or gross negligence, cases where recovery or compensation costs are paid under other laws, and minor damage with a disaster index below 300. If there was an unavoidable reason such as an extended trip, the report may be filed within 10 days from the end of that reason, and the local government may also extend the reporting period.

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Secure evidence before repairs: Before cleaning up or repairing, photograph the whole site, the damaged parts and the flood water line from several angles. If repairs have already been made, keep photos of the repair process, construction contracts and receipts for materials and work.

  2. 02

Calculate the deadline: Check the disaster end date in local government notices or alert messages and count 10 days from that date. If the deadline has passed, ask the responsible department whether the unavoidable-reason rule or an extension notice applies.

  3. 03

Organize the damage items: Arrange the damage location, how it happened, facility type, form of damage (total or half destruction, flooding, washout, etc.), area and quantity, and whether and at what cost it was repaired, separately for houses, farmland, crops, facilities and livestock.

  4. 04

Prepare sector-specific documents: For farming and livestock damage, prepare proof of farming activity such as farm business registration; for aquaculture damage (excluding seaweed), prepare the stocking and shipment/sales reports filed before the disaster, sales slips and seed purchase documents.

  5. 05

Submit the damage report: File the natural disaster damage report (Form No. 1) at the city, county or district office or community service center, or online through the private property damage report menu of Safety Korea 24. For online filing, make sure you reach the final submission screen rather than a temporary save.

  6. 06

Damage confirmation and payment decision: The local government checks the site based on the report and verifies resident registration and family relation records through shared administrative information. Households with housing damage may be paid first, while fishing boats and aquaculture facilities may be paid after recovery is completed.

For aquaculture (excluding seaweed), if stocking was not reported within 20 days of each stocking and shipments/sales were not reported by the 5th of the following month before the disaster, no relief payment is made even if damage is reported. Cleaning up without photos in a rush to repair makes the damage hard to prove, so take photos first.
