Procedure
Procedure
- Permit Difficulty High
A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.
- Registration Difficulty Medium
The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.
We will prepare the business plan and application documents required for registration of a passenger transport business or for a route license that can actually be applied for. We provide dedicated services for private taxi transfer/inheritance and special passenger registration.
Scope & fee
- Business plan for 1 route of a registration-required transport business
- We will prepare 5 pages of business plan and application documents with a list of up to 20 vehicles for each transportation business subject to registration, such as charter buses. Route licensing, private taxi transfer, and garage construction are separate. It does not include in-office submissions.

- 01
Business type and authority: decide whether it is a route business such as city, intercity or village buses or an area business such as taxis, chartered buses or special passenger transport, whether it needs a license or registration, and whether the licensing authority is the Minister or the Mayor/Do Governor (or the city, county or district where delegated).
- 02
Check whether new entry is possible: new licenses or registrations can be restricted by area or period, such as taxi quotas or chartered bus supply control, so confirm with the competent authority whether new applications are accepted before signing garage or vehicle contracts, and consider acquiring an existing business if necessary.
- 03
Check disqualifications: confirm that neither the representative nor any corporate officer falls under Article 6 (adult ward, bankrupt not reinstated, less than 2 years since serving a prison sentence for violating the Act, under a suspended sentence, less than 2 years since revocation of a license or registration).
- 04
Business plan and garage: write a business plan covering operation type, number of vehicles and staffing of drivers, and prepare proof of ownership or right of use of the garage land and details of business fixed assets. Route businesses also attach a route map showing the start and end points, distance and main route.
- 05
Apply for the license or registration: submit the Form No. 6 license application (route and general taxi) or the Form No. 9 registration application (village bus, chartered bus, special passenger) with documents to the competent authority and pay the fee. If a supplement is requested, revise the business plan and resubmit.
- 06
Start of operation: within 3 months of the license, register the vehicles, have the transport facilities confirmed and start operation. If that is difficult, a postponement of the start date can be requested on Form No. 10, and the authority may postpone or extend it within 3 months.
