Companion Animal Administration

Companion animal businesses are divided into permit businesses and registration businesses under the Animal Protection Act. Animal breeding, animal import, animal sales and animal funeral businesses require a permit from the competent city mayor, county head or district head under Article 69, while animal exhibition, animal boarding (pet hotels and daycare), animal grooming and animal transport businesses must be registered under Article 73 before operating. In either case, the applicant must complete 3 hours of business operator training within 1 year before the application date (Article 82; Enforcement Rule Article 51) and meet the facility and staffing standards in Annex 10 (permit businesses) or Annex 11 (registration businesses) of the Enforcement Rule. A person who acquires or inherits the business must report the succession within 30 days, and an animal disposition plan must be submitted 30 days before suspending or closing the business (except animal funeral businesses).

Procedure

Procedure

Procedure type
  • Permit Difficulty High

A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.

  • Registration Difficulty Medium

The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.

  1. 01

Classify the business type: Breeding for sale, import, sales (including brokering or mediating sales) and funeral services are permit businesses, while exhibition (such as pet cafes), boarding (pet hotels and daycare), grooming and transport (pick-up) are registration businesses. If you run two or more, a separate permit or registration is required for each type.

  2. 02

Check disqualifications and the building: First review the grounds for disqualification under Article 74, such as being a minor or applying for the same business type within 1 year after a permit or registration was revoked, and before signing a lease, check the building ledger use and land use plan to confirm the business can operate in that building.

  3. 03

Complete operator training: Within 1 year before the application date, take 3 hours of training at an institution designated by the Minister of Agriculture, Food and Rural Affairs and keep the completion certificate. If you also apply for a dangerous dog handling permit to breed, import or sell dangerous dogs, 4 hours are required.

  4. 04

Meet facility and staffing standards: Prepare the facility specifications and layout plan according to Annex 10 for permit businesses or Annex 11 for registration businesses, and draft a business plan including staffing status, staff deployment and the animal care and management plan.

  5. 05

Submit the application and review: File the business permit application or business registration application with the attachments at the animal protection department of the competent city, county or district office. The department checks the building ledger and land use plan, and issues a permit or registration certificate if the facility and staffing standards are met.

  6. 06

Post-opening reports and annual training: Report changes of trade name or phone number, obtain a change permit or change registration for other matters, and complete 3 hours of regular training every year. When advertising animals, display the permit or registration number together with the transaction price.
