Pet Hotel and Daycare (Animal Boarding Business) Registration

Pet hotels and pet daycares must register as an animal boarding business under Article 73 of the Animal Protection Act with the city, county or district office where the business is located, and the facility and staffing standards are in Table 11 of the Enforcement Rule. If animals are shown to the public, an animal exhibition business registration is needed, and if a pickup service is offered, an animal transport business registration is needed, each registered by business type. A pet-friendly cafe also needs a separate rest-area food business report under the Food Sanitation Act. Facility standards such as separating the boarding room from the customer area, double doors with locks, and flooring that is easy to clean of waste must be checked at the drawing stage, and the operator training certificate is part of the application. Registration has been refused where the zones were not separated, so check before construction starts.

The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.

  1. 01

Decide the business type: Decide which of boarding (hotel or daycare), exhibition or transport you will run and prepare a registration for each type. If you sell drinks or food, plan the rest-area food business report as well and confirm the building use fits each business.

  2. 02

Check zone separation at the drawing stage: Partition the boarding room from the customer reception area and separate the boarding zone from play and customer spaces. Registration has been refused for lack of separation, so check the drawings before interior work starts.

  3. 03

Meet the facility standards: Install double doors with locks at entrances and finish exercise-area floors with material that is easy to clean of waste. Artificial turf or wood finishes can be grounds for rebuilding, and near residences noise and odor measures are also needed.

  4. 04

Complete operator training: Complete the operator training required by the Animal Protection Act before applying and obtain the certificate. The certificate is part of the application, and refresher training is required after registration.

  5. 05

Apply for registration by type: Submit the registration form for each business type, the facility layout and photos, the building register and the lease to the animal protection department of the district office. An official inspects the site and issues the registration certificate if the standards are met.

  6. 06

Manage after registration: Register the business with the tax office and take refresher training. Changes to facilities, representative or location require a change report, and for a pet cafe prepare the rest-area food business report and hygiene training certificate separately.
