Pharmacy Opening Registration

Under Article 20 of the Pharmaceutical Affairs Act, only pharmacists or herbal pharmacists may open a pharmacy, and they must register the opening with the mayor, county head or district head having jurisdiction over the pharmacy location (applications are handled in practice by the public health center), and also register any changes to the registered details. Registration is not accepted if the location is inside or on the premises of a medical institution, if the pharmacy is opened by dividing, altering or renovating part of a medical institution's facilities or site, or if there is or will be a dedicated passage such as a corridor, stairway, elevator or bridge between a medical institution and the pharmacy. A person whose opening registration was revoked less than 6 months earlier also cannot register. In addition, the building use, the dispensing room and drug storage structure, and the separation of the pharmacy area in a combined store are the focus of the on-site check.

The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.

  1. 01

Check the location and relationship to medical institutions: Use the drawings and a site visit to confirm whether the candidate premises are on the grounds of a medical institution building, share a medical institution's site, or are connected to a medical institution by a dedicated passage.

  2. 02

Check the building use: Confirm on the building register that the use of the unit permits a pharmacy, and if a change of use is needed, review it together with local ordinance standards.

  3. 03

Organize the products to be sold: Decide which of health functional foods, quasi-drugs, cosmetics and medical devices will be sold alongside medicines, and determine whether additional reports are needed depending on whether the pharmacy owner sells them directly or a separate business operates its own store.

  4. 04

Design the pharmacy area and dispensing room: Keep the dispensing room as an independent space and store prescription drugs out of customers' reach. A pharmacy inside a mart or large store should be separated with fixed partitions or glass walls rather than floor lines or movable shelving, so the pharmacy area can be closed off on its own.

  5. 05

Apply for registration and on-site check: Submit the application with a copy of the pharmacist license, a location map and a floor plan to the public health center; an official checks the separation and storage structure and requests corrections for anything unclear.

  6. 06

Additional procedures: If a separate business operates a health functional food store alongside, a health functional food sales business report is required, and tax refund sales to foreign tourists require separate designation as a tax refund shop.
