Pop-up Store and Event Temporary Food Business Report

Cooking, selling or serving food at a pop-up store or a temporary booth at a festival or event is subject to reporting under Article 37 of the Food Sanitation Act regardless of how long it runs, and the report is filed with the city, county or district office that has jurisdiction over the event site. An operator who has already reported an instant food manufacturing business, rest-area restaurant, general restaurant or bakery can run a temporary business of up to 1 month at a place other than the reported premises by submitting documents such as the business report certificate. Without a report history a new business report is needed, and serving coffee, drinks or alcohol, selling snacks at a flea market and offering samples may also be subject to reporting depending on how they are sold. For events hosted, organized or sponsored by local governments, the district office may set facility standards separately, so check with the hygiene department first and include the reporting schedule at the event planning stage to meet the opening date.

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Confirm whether a report is required: Serving coffee, drinks or alcohol in a pop-up, selling snacks at a flea market, or giving out samples may also require a report. The business type differs depending on whether you sell finished packaged goods or cook or portion on site, so organize the sales method first.

  2. 02

Check the existing business history: If you have an instant food manufacturing, rest-area restaurant, general restaurant or bakery report, you can run a temporary business of up to 1 month at a place other than the reported premises by submitting documents such as the business report certificate. If you have no report history, file a new business report.

  3. 03

Organize event information and the basis for using the site: Organize the event name, operating period, location and the entry or use contract with the organizer. A temporary business report is accepted only when the event period and place are specified, so obtain confirmation documents from the organizer first.

  4. 04

Prepare hygiene requirements: Check health examination results for cooking and sales staff, hygiene training completion, cooking equipment, and water supply and washing methods. Required documents and site standards differ slightly by local government, so confirm with the hygiene department in advance.

  5. 05

Report to the district office: Submit the report to the hygiene department of the city, county or district office with jurisdiction over the event site. Filing just before opening leaves no time to handle requests for supplementation, so file with time to spare.

  6. 06

Touring pop-ups and after-care: A touring pop-up that moves between regions must report separately to the authority for each location. End operation when the period ends, and when extending the period or changing the location check again whether reporting is possible.
