   Check company and business type: Compare the factory registration business type and actual processes to confirm that the applicant is a small, medium or middle-standing enterprise and that its main business is a root industry listed in Appended Table 2 of the Enforcement Decree or manufacturing equipment used for root technologies. Large enterprises are not eligible for root company confirmation.

   Organize production and equipment evidence: Production of root industry products or operation of equipment is shown by a factory registration certificate or a certified copy of the factory register. A company that performs root processes at a principal contractor's factory under a subcontract without its own factory may substitute a subcontract confirmation (Root Company Confirmation Guidelines, Form No. 1).

   Prepare the sales statement and item description: Separate sales generated using root technologies and processes in the sales statement (Guidelines Form No. 2), and in the item description (Guidelines Form No. 3) state which root technology is used at which process stage for each product. Attach process photos and catalogs to show the technologies used.

   Submit the application: Attach the corporate register certificate (for individuals, the representative's resident registration abstract and business registration certificate), national and local tax payment certificates and the documents above to the root company confirmation application (Enforcement Rule Form No. 4-2), and submit online to the confirming agency on the client's behalf.

   Respond to document review and site inspection: The confirming agency may request additional materials or conduct a site inspection, notifying the date, purpose and place at least 3 days in advance. The result is in principle notified within 15 days of receipt, and an objection to the result may be filed with reasons and supporting evidence, with the outcome notified within 7 days.

6. 06

   Reissuance and follow-up management: Apply for reissuance when the trade name, location or representative (for corporations) changes or when confirmation is succeeded through conversion to a corporation or a merger; reissuance is processed within 7 days of application and keeps the validity period of the previous certificate. After confirmation, the company may be checked by document review or site inspection on whether it continues the root industry business.

If the factory registration business type or the process description in the item description does not connect to root technologies, issuance may be delayed by supplementation requests or a site inspection, or confirmation may be refused, so check that the factory registration and actual processes match well before the date you plan to use benefits such as a higher foreign worker quota.
