Sanitary Products Manufacturing Business Report

Under Article 3 of the Sanitary Products Control Act, anyone who manufactures, processes or repackages sanitary products for sale or business use must meet the facility standards set by Prime Ministerial decree and report a sanitary products manufacturing business to the city, county or district office where the business is located. Sanitary products include detergents, rinse aids, oral care items such as toothbrushes and dental floss, tattoo dyes, disposable cups, utensils and straws, and toilet paper and paper napkins, while products classified as cosmetics or quasi-drugs are outside the scope. Import is reported to a regional Food and Drug Administration office, so confirm the business type first. After the report, product manufacturing reports for designated items, hygiene training and self quality inspection continue, and products without the required labeling cannot be sold or displayed.

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 01

Confirm the product is a sanitary product: First check whether the product falls within the sanitary products in Article 2 of the Act or is classified as a cosmetic or quasi-drug. Import and sales only are a different business type with a different reporting office.

  2. 02

Prepare the workplace: Separate the workplace from other uses and make it a structure that can be kept clean. Provide separate storage for raw materials, supplies and finished goods and confirm before signing the lease that the building use allows manufacturing.

  3. 03

Complete hygiene training: Complete the required new-operator hygiene training before reporting and obtain the certificate. Periodic hygiene training continues after reporting, so mark the deadlines on your calendar.

  4. 04

Submit the business report: After preparing the facility, submit the report and attachments to the city, county or district office where the business is located. The applicant must not fall under disqualification grounds, and a change report is required when matters such as location or representative change.

  5. 05

Product manufacturing report: For sanitary products designated as needing special management for public health, report the product name and ingredients to the district office before manufacturing. Check at the reporting stage whether your product is a reportable item.

  6. 06

Self quality inspection and labeling: Inspect products yourself or entrust a sanitary products testing and inspection institution to check that they meet standards and specifications. Confirm inspection items and cycles for each product, set up pre-shipment inspection, and label products according to the labeling standards.
