Document Submission Assistance

Document submission assistance is the work of submitting, under a client's mandate, documents filed with administrative agencies, documents on rights, obligations or proof of facts, and documents that have already been translated, as provided in Article 2(1)4 of the Certified Administrative Agents Act. Civil petitions are filed in writing (including electronic documents) under Article 8 of the Civil Petitions Treatment Act, and when an agent files, the agency confirms the agent's authority with an identification document and a power of attorney (Annex Form No. 3) under Article 4 of the Enforcement Rules of the same Act. An administrative agency that receives an application may not withhold or improperly return it and must issue a receipt; if required documents are defective, it sets a period for supplementation and may return the application if it is not supplemented within that period (Article 17 of the Administrative Procedures Act). Immigration applications such as visa issuance confirmation, extension of stay, change of status and change of workplace are handled by agencies registered under Article 79-2 of the Immigration Act, and Hwang Yunsang Administrative Office is registered as an immigration agency.

  • Advisory Difficulty Low

Work completed by our office’s review, guidance or submission — such as administrative consultation, pre-review of licensing, or submitting already prepared documents — without a separate review by the authority.

  1. 01

Confirm the receiving agency and filing method: The competent agency, deadline, need for originals and need for an in-person visit differ by petition, so the filing route (Government24, Document24, the agency's e-petition window, mail or in person) is chosen based on the required documents, receiving agency and processing period posted by the agency (Article 17(3) of the Administrative Procedures Act).

  2. 02

Check that the documents are complete: Entries and signatures or seals on the statutory form, issue-date requirements for attachments and whether a translation must be attached are checked. Agencies may not require documents they can verify through shared administrative information (Article 10(3) of the Civil Petitions Treatment Act), so the petition guide is checked for documents that can be omitted.

  3. 03

Prepare mandate documents: Filing by an agent requires a power of attorney and identification of both the principal and the agent. General petitions use the power of attorney in Annex Form No. 3 of the Enforcement Rules of the Civil Petitions Treatment Act; where a specific law has its own form, such as for a seal certificate, that form is used. Documents that cannot be issued to an agent, such as a certificate of personal signature, are prepared by the principal.

  4. 04

File and secure the receipt: In-person filings receive a receipt at the petition office, and for filings through Government24 or other e-petition windows the receipt number and time are saved. An electronic application is deemed filed when it is entered into the agency's computer (Article 17(2) of the Administrative Procedures Act), so filings on the deadline day are checked through to the transmission-complete screen.

  5. 05

Immigration applications: Applications for visa issuance confirmation, extension of stay, change of status of stay, change or addition of workplace, and related reports are submitted to HiKorea or the competent immigration office as an agency registered under Article 79-2 of the Immigration Act, and results and documents are collected.

  6. 06

Respond to supplementation requests and collect results: If the agency sets a period for supplementation, the documents must be submitted within it, or the application may be returned (Article 17(5) and (6) of the Administrative Procedures Act). Result notices, permits and certificates are collected within the scope of the mandate and delivered to the principal.
