Procedure
- Certification Difficulty High
Designation or certification after document review and on-site evaluation against the criteria set by the agency. The result depends on the evaluation score or review outcome.
- 01
1. Check the local ordinance and public notice — Article 14, paragraph 7 of the Waste Management Act provides that a mayor, county governor or district head may, as set by ordinance, have others produce, distribute and sell volume-based waste bags. The eligibility, distance rules, application period and form are in that ordinance and the local government's notice, so first check the local rules of the city, county or district where the shop is located.
- 02
2. Review the shop's status against the requirements — Compare the business type the ordinance specifies (such as retail), business registration or report status, distance from existing retailers and disqualifying grounds with the shop's actual situation. If a requirement is not met, ask the responsible department how to remedy it before applying.
- 03
3. Prepare the application and attachments — Use the form set by the local government for the designation application, and prepare attachments as the ordinance or notice requires. Many require copies of the business registration, business report and ID, but this varies by local government, so follow the wording of the notice exactly.
- 04
4. Filing and review — Submit the application to the cleaning administration department of the city, county or district, which reviews the requirements and decides on designation. If a supplement request arrives, supplement the documents within the deadline.
- 05
5. Confirm obligations after designation — After designation, check in the ordinance and designation notice the obligations on selling price, settlement of bag payments and stock management, and follow them. Keep the notice.

Many local governments accept applications only during set periods, so check the notice period first. Requirements differ by local government, so do not apply another region's case as is.
