Procedure
Procedure
- Permit Difficulty High
A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.
We prepare business plans and business license application documents for waste intermediate disposal and recycling businesses. We compare the provided technical documents with facility and personnel data and proceed with the application at the requested level.
Scope & fee
- Business planning stage
- We will prepare a 5-page intermediate disposal business plan for 1 business site and application documents for notification of conformity. Professional drawings, process, and environmental data are provided, and business permits, facility construction, and hiring are not included.
- Permit stage after suitability notice
- After notification of conformity, we will prepare an application for an intermediate disposal business permit for 1 business site equipped with facilities, equipment, and manpower. Completed technical documents are provided, and advance business plan application, facility construction, and technical design are separate.
- Business plan and intermediate waste-disposal permit; technical documents provided
- We will prepare a notification of compliance with the intermediate disposal business plan for 1 business site and application documents for a follow-up business permit. A completed technical book is provided, but facility construction, testing, recruitment, and writing the technical book itself are separate.

- Permit documents for recycling business (intermediate, final or integrated)
- We will prepare permit documents for the selected business among intermediate, final, and comprehensive recycling businesses at 1 business site. This is the standard for providing a direct permit route and completed technical documents that allow you to skip the business plan. Advance business plan application, construction, and technical design are separate.
- 01
Confirm the disposal method and target waste: Choose incineration, mechanical disposal or chemical/biological disposal, and decide whether you will accept designated waste, medical waste or other waste. For waste other than designated waste, the minimum disposal capacity is 2 tons per hour for incineration, 200 kilograms per hour for mechanical disposal and 5 tons per day for chemical or biological disposal (Annex 7 of the Enforcement Rule).
- 02
Submit the business plan: Submit the business plan (Form No. 17) and the disposal plan to the mayor or governor, or the head of the local environmental office, with jurisdiction over the planned facility site. Attach the emission facility permit or report documents if applicable, and an environmental survey report for an incineration facility. In an industrial or recycling complex this stage is skipped.
- 03
Suitability review and supplements: The authority reviews disqualification grounds, site conflicts with other laws, the permit standards for facilities, equipment and technical capability, and the effect on water source quality and environmental standards, then notifies you of suitability. If it requests supplements, align the treatment capacity, volumes and drawings so the figures match across all documents, and resubmit.
- 04
Build the facilities and secure personnel: Within 2 years of the suitability notice (3 years if an incineration facility is needed), install the disposal facility, a storage facility for at least 10 and at most 30 days of the daily disposal capacity, a weighing facility, laboratory instruments and at least one qualified engineer. If a natural disaster or similar cause makes the deadline unachievable, apply for an extension of up to 1 year in total.
- 05
Apply for the permit: Submit the permit application (Form No. 18) with the facility and equipment specification, the disposal facility installation specification with drawings and process diagram, proof of technical qualifications and the basis for calculating storage capacity. If you meet the requirements under the plan found suitable, the authority must issue the permit without delay, and it may attach conditions for local convenience and environmental protection.
- 06
Report the start of use and handle changes: After construction, report to the permitting authority before starting to use the facility; it must notify you within 20 days of the report whether it is accepted. Afterward, material changes such as the representative or trade name, the planned facility site, a change of 30% or more in disposal capacity, or the permitted storage volume require a change permit in advance.
