Foreign Tourist Urban Homestay Business Registration — Residence, 230㎡ and Rate Posting Checks Before Running an Airbnb
A resident of an urban area who wants to provide lodging and meals to foreign tourists in the home where they live must register a foreign tourist urban homestay business, a tourist-use facility business under the Tourism Promotion Act, with the mayor, county head or district head. Only detached houses, multi-household houses, apartments, row houses and multiplex houses qualify, and the registration standards are a total floor area under 230㎡, a foreign language guidance system, a fire extinguisher and per-room detectors, and rate tables posted at the premises and on online booking pages. The registration fee is 20,000 won.
Procedure
- Registration Difficulty Medium
The authority checks whether the statutory registration requirements, such as facilities, staff and capital, are met before issuing a registration certificate. Registration can be refused if the requirements are not met.
1. Check whether the house qualifies
The house must be in an urban area under the National Land Planning and Utilization Act (excluding rural and semi-rural areas), and it must be a detached house, multi-household house, apartment, row house or multiplex house where the applicant actually lives. The total floor area must be under 230㎡, and building types not on this list cannot be registered.
2. Prepare safety devices and foreign language guidance
Keep at least one fire extinguisher and install a stand-alone smoke detector in every guest room. If the house uses individual heating, a carbon monoxide alarm is also required in every guest room. A system allowing the applicant or family to guide guests in a foreign language is also a registration standard.
3. Prepare the rate table
You must post a rate table at the premises and, if you use an online booking platform for business, on that platform as well, and you must charge the posted rates. Violations carry a 5-day business suspension for the first offense, 15 days for the second, 1 month for the third and cancellation of registration for the fourth.
4. Apply to the district office
Submit the tourism business registration application with a business plan, floor plan and layout plan to the tourism department of the city, county or district office. The official checks the real estate register, and if the register does not show your right of use, you submit proof such as a lease agreement. If the standards are met, a tourism business registration certificate is issued.
5. Manage after registration
The items subject to change of registration for a foreign tourist urban homestay business are a change of trade name or representative, and the change of registration must be applied for within 30 days from the date the reason for the change arises. Even if facilities change, for example by adding guest rooms, the registration standards such as a total housing floor area under 230㎡ and a standalone smoke detector in each guest room must continue to be met. The safety and hygiene training obligation and the ban on installing hidden cameras take effect on February 1, 2027.
