How to Report a Publishing Company — Reported Matters, Report Certificate and the 20-Day Report of Change
To run a publishing company, you report the company's name and location and the operator's (for a corporation, the representative's) name and address, before starting the business, to the mayor, county head or district head having jurisdiction over the company's location under the Publishing Industry Promotion Act. The report can also be filed online through Government24, and once it is processed, a publishing company report confirmation certificate is issued. If the company's name or location or the operator changes, a report of change is filed within 20 days from the date of the change, and when closing the business, a closure report is submitted with the report confirmation certificate attached. One-person publishers go through the same procedure, and it is easier to match the trade name if business registration is done after receiving the report confirmation certificate.
Procedure
- Notification Difficulty Low
You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.
1. Decide the publisher's name and location
The reported matters are the publishing company's name and location and the operator's name and address. Corporations and organizations enter the representative's name and address. The location determines which city, county or district to report to.
2. Submit the publishing company report
Submit the publishing company report to the mayor, county head or district head of the company's location. It can also be filed through an information and communications network, so it can be submitted online via Government24. The report must be made before starting the business.
3. Receive the report certificate
Once the report is processed, a publishing company report certificate is issued. The city, county or district reports the matters to the Ministry of Culture, Sports and Tourism through the city or province. If the certificate is lost or damaged, submit a reissuance application to receive it again.
4. Link with business registration
If you proceed with business registration after receiving the report certificate, you can enter the business type and trade name to match the certificate. If the publisher's name differs from the trade name in the business registration, later change procedures increase.
5. Report of change and closure report
If the publisher's name or location or the operator changes, file a report of change with the report certificate attached within 20 days from the date of the change. A change in only the operator's address is not subject to a report of change. When closing, submit a closure report with the report certificate attached, and the value-added tax closure report can be filed together.
Required documents
- Publishing company report
- Identification documents of the operator (representative for a corporation)
- Report of change: publishing company report of change, existing report certificate
- Reissuance: application for reissuance of the report certificate
- Closure report: publishing company closure report, report certificate
- Letter of authorization (when submitted through an agent)
Fees
Government24 states that there is no fee for a publishing company report, and the form states that the amount set by ordinance must be paid, but attached Table 1 of the Incheon Metropolitan City Yeonsu-gu Ordinance on the Collection of Fees for Certificates, etc. contains no item for a publishing company report. Government costs such as the registration and license tax are separate. Our office fee starts from the amount shown above and may vary depending on whether it is a new report or a report of change or closure, and whether an application for reissuance of the report confirmation certificate is handled together; we will give you an exact quote after reviewing your documents.
