Business reporting for edible egg collection and sales and preparation of HACCP application documents for repackaging

Edible egg collection and sales is a business that collects, processes, or purchases hen eggs and sells them exclusively. Under Article 24 of the Livestock Products Sanitary Control Act and Article 21, item 7(ba) of its Enforcement Decree, the business is reported to the head of the city, county, or district office where the business site is located. The office must notify acceptance or rejection within 3 days, and if no notice is given, the report is deemed accepted on the day after that period ends. Under Annex 2-4, item 8 of the Enforcement Rule, repackaging already packaged eggs is prohibited in principle, and exceptions apply only to bulk-packed eggs of 300 or more purchased from another edible egg collection and sales business or where the business holds HACCP (safety management certification) status. Unlike edible egg sorting and packing businesses, HACCP is not mandatory for collection and sales businesses and is applied for only by those who wish to be certified, so the process continues from the report to a certification application when repackaging is planned. Cases such as selling all self-produced eggs to a sorting and packing business or a collection and sales business are excluded from the scope of the business. Hwang Yunsang Administrative Office prepares the business report and attached documents and handles their submission, and for repackaging it also prepares and submits the HACCP certification application documents.

Procedure

Procedure

Procedure type
  • Notification Difficulty Low

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  • Certification Difficulty High

Designation or certification after document review and on-site evaluation against the criteria set by the agency. The result depends on the evaluation score or review outcome.

We will prepare and submit the edible egg collection and sales business report and attached materials such as facilities and usage rights. If HACCP certification is required depending on the repackaging plan, we will connect you to a separate certification application process.

Scope & fee
Edible egg collection and sales business business report and HACCP application separate
We will review approximately 15 pages of provided materials, including facility details, layout, usage rights, and training for 1 business location, and prepare and submit a business report and attached materials. We also check whether certification is required for the repackaging plan, and HACCP certification documents, certification applications, facility construction, actual operation, and on-site visits are separate.

  1. 01

Confirm scope and exclusions: Article 21, item 7(ba) of the Enforcement Decree covers the business of collecting, processing, or purchasing hen eggs and selling them exclusively. Selling all self-produced eggs to a sorting and packing business or a collection and sales business, or selling packaged eggs only to final consumers at a store or business site, is excluded, so first confirm whether the report is required.

  2. 02

Decide on repackaging and HACCP linkage: If you do not plan to repackage packaged eggs, the report alone is enough to operate. To repackage, Annex 2-4, item 8 of the Enforcement Rule requires either bulk-packed eggs of 300 or more bought from another collection and sales business, or HACCP certified-business status. Repackaging eggs packed by a sorting and packing business or imported packaged eggs requires certification.

  3. 03

Facility check and hygiene training: Equip the business site to the facility standards in Annex 10 of the Enforcement Rule and confirm that eggs can be kept out of direct sunlight and stored at a temperature that meets the storage and distribution standards. A person starting the business must take livestock product hygiene training under Article 30(2) of the Act, and owners and employees who directly handle unpackaged eggs should confirm whether they are subject to the health examination under Article 44 of the Rule.

  4. 04

Submit the business report: On Form No. 23 mark the business type as edible egg collection and sales, attach the facility details and layout plan and, if leasing, a copy of the facility use contract, and submit to the livestock department of the city, county, or district office. The corporate registry certificate and building register are checked through shared administrative information; the processing period is 3 days and a report receipt is issued once accepted.

  5. 05

Apply for HACCP certification (when repackaging): Submit Form No. 1-3 certification application with the safety management certification operation plan to the head of the Korea Food Safety Management Accreditation Service. The applicant must operate a hygiene management program and complete the training from a training institution (2 hours for the owner and 16 hours for employees, within the range set by public notice). The certificate is issued if document review and the on-site investigation find that the standards are met.

  6. 06

Duties after opening and changes: Record collection, packing, and sales details in the egg transaction and disposal statement (Form No. 40) and keep it for at least 6 months from the collection date; in principle eggs are sorted and packed at the sorting and packing site of an edible egg sorting and packing business, with a request (Form No. 41) submitted. The certification is valid for 3 years and an extension is applied for at least 60 days before expiry; changes, suspension, and closure of the business are reported to the office.

A business that starts repackaging packaged eggs without checking whether it meets an exception in Annex 2-4, item 8 (bulk purchases of 300 or more, or HACCP certification) breaks its operating duties, so decide the purchase route for eggs to be repackaged first and schedule the certification application before opening if it is needed.
