Procedure
Procedure
- Application Difficulty Medium
An application for a subsidy, benefit, compensation or decision. The authority reviews whether the payment or selection criteria are met and then decides.
- Appeal Difficulty High
Submitting an opinion, objection or administrative appeal against a disposition or decision already made, or applying for damage relief or dispute mediation. The reviewing body decides after examining the facts and the law, so preparing supporting evidence is important.
We will prepare the initial claim for school safety mutual-aid compensation medical care benefits and the application documents for review and re-examination. We distinguish cases where a separate accident report is required from basic claims.
Scope & fee
- Initial school safety mutual-aid medical benefit claim
- We will prepare the first medical care benefit claim with 15 pages of data and 10 receipts for 1 accident, 1 insured person, and 1 medical institution for which the school accident notification has been completed. Separate audit reports, other salaries, reviews, and re-examinations are not included. It does not include in-office submissions.

Confirming the accident type and applicable scheme: Check whether the accident occurred during an educational activity under the principal's management and supervision, such as classes, special activities, or school trips, or while commuting or attending an event approved by the principal, to determine whether it is a school safety accident. For an everyday accident outside school, check whether it falls within the coverage items of the citizen safety insurance of the local government of residence.
- 02
Comparing the school's accident record: Because the principal must notify the association of the accident without delay, compare the date, place, and activity recorded by the school with the circumstances known to the guardian. Where they differ, supplement the record with on-site photos, confirmation from student or teacher witnesses, and records of contact with the homeroom teacher.
- 03
Collecting evidence by benefit type: Obtain a doctor's certificate, medical bill receipts, and itemized medical statements for medical care benefits; a doctor's certificate stating the type of disability and a proof of income for disability benefits; and a medical opinion stating that nursing is needed for nursing benefits. Medication costs are paid only when based on a prescription, so keep the receipts for prescribed medication.
- 04
Prepare the claim and any necessary accident explanation: Complete the claimant, beneficiary, school, accident overview, benefit amounts and bank account on the benefit-claim form. A separate accident statement is prepared only if inconsistent records or another issue require explanation. Attach proof of the guardian’s claim entitlement and complete the authorization section where applicable.
- 05
Filing and tracking the decision period: Our administrative office files the claim form and evidence on the client's behalf with the principal or the association (School Safety Accident Compensation Support System) and checks that the association decides on payment within 14 days of the claim. If the period is extended by 14 days for an investigation, the notice is received, and if the association requests more materials, supplementary documents are prepared and submitted.
- 06
Reviewing the decision and review-request deadlines: On receiving a payment or non-payment decision, check the amount and the reasons, and if the client disagrees, prepare and file a review request within 90 days of learning of the decision and a re-review request within 90 days of receiving the original written review decision. If treatment continues for a long time, file an interim claim first and a final claim separately after treatment ends.
