Preparing a resident cooperative for an agrivoltaic project
We prepare ordinary cooperative reporting documents under the current Framework Act on Cooperatives for residents planning a solar project. Reporting a cooperative does not replace an electricity generation permit or farmland approval. Future legislation and draft rules are not presented as procedures currently available for filing.
Procedure
- Notification Difficulty Low
You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.
We prepare articles of incorporation, business plan, budget, general meeting documents, and establishment report documents for general cooperatives. Voluntary organizations are classified by the scope of the bylaws and documents for the inaugural general meeting.
Scope & fee
- General cooperative establishment report, plan and budget preparation
- We will prepare the articles of incorporation, business plan, minutes of the founding general meeting, income and expenditure budget, and establishment report documents for 1 general cooperative. Recruitment of promoters, holding general meetings, and registration are not included. Scope of writing: 1 article of incorporation, 5 pages per article. It does not include in-office submissions.

1. Confirm the current establishment route and scope
Separate ordinary cooperative reporting from electricity generation and farmland procedures. Review the location, members and actual purpose without treating future special legislation as a current filing route.
2. Organize founders, contributions and the business plan
Confirm founders, consenting members, contribution plans and office-use rights. Distinguish the cooperative role from the entity actually conducting farming or electricity generation.
3. Draft the articles, accounting and participation rules
Address purpose, voting, membership, contributions and financial results. Include agreed resident participation and accounting arrangements without guaranteeing generation permits or compliance with future rules.
4. Prepare founding meeting and reporting documents
Reconcile notices, attendance, resolutions and minutes with the articles, business plan, budget and registers. Meeting attendance and additional resident consultation are optional scopes.
5. File the current cooperative report and distinguish later procedures
Prepare and submit the ordinary cooperative report to the competent provincial authority and include two ordinary supplementation rounds. Incorporation registration, generation permits, farmland and construction procedures and grid review are separate.
Required documents
- Ordinary cooperative establishment report
- Articles of association
- Business plan and budget
- Founder, member and officer registers
- Contribution plan and supporting records
- Founding meeting notices, attendance, resolutions and minutes
- Office-use evidence and filing authorization
Fees
Apply procedure hours for the current ordinary cooperative reporting scope. Electricity generation, farmland, grid connection and applications under legislation not yet effective are excluded. Additional member checks, attendance and rules are scoped by actual quantity.
Legal basis and review date
- Framework Act on Cooperatives, Articles 15, 16 and 19
Check these first
- Do not present cooperative reporting and electricity or farmland approvals as one combined permit.
- Do not treat future statutory or draft membership, residence or farmland rules as confirmed current application criteria.
