Home-Visit Care Center Closure Procedure — 30-Day Advance Report, Transfer of Beneficiaries and Benefit Cost Claims

To close a long-term care institution such as a home-visit care center, a report must be filed with the competent city, county or district (si/gun/gu) office at least 30 days before the planned closure date. This period exists so that beneficiaries can move to another institution without interruption of services, so a late report can lead to issues with the duty to protect beneficiaries. The transfer of beneficiaries, the claim for the final month's benefit costs, staff matters and the transfer of records must be planned together.

Procedure

Procedure type
  • Notification Difficulty Low

You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.

  1. 1. Check both closure-reporting deadlines

Closure of a long-term care institution is reported at least 30 days before the planned date, and closure of an in-home welfare facility for senior citizens is reported 3 months in advance, so we check both deadlines for you. For the actual preparation schedule, beneficiary referrals, settlements and the transfer of records to the NHIS are arranged on the basis of 3 months in advance.

  2. 2. Plan the transfer of beneficiaries

For each beneficiary, confirm the institution they will move to, secure that institution's willingness to accept them and the transfer schedule, and compile this into a list. For beneficiaries who have difficulty choosing an institution themselves because of cognitive decline or difficulty contacting a guardian, the institution must actively connect them with another institution. This plan is submitted together with the closure report.

  3. 3. Prepare the claim for the final month's benefit costs

Benefit costs are claimed from the beginning of the month following the month of service. If the institution closes on September 30, the costs for September are claimed in October. Unless the person in charge of claims, the digital certificate and system access rights are kept in place after closure, the final month's benefit costs may not be received.

  4. 4. Transfer eligible records and complete closure reports

Transfer the contracts, benefit provision records and other materials subject to retention to the National Health Insurance Service by the closure date, together with the application, the inventory and the list of lost or damaged records, and confirm the receipt. Original benefit cost claims and statements are excluded from the transfer. The closure report to the local government, the implementation result report and the tax office closure are handled as separate procedures, and the actual referral and transfer preparation at the care institution is supported according to the scope you select.

Required documents

  • Report of closure or suspension of an in-home welfare facility for senior citizens (Enforcement Rule of the Welfare of Senior Citizens Act, Form No. 21), and report of (closure, suspension, non-renewal of designation) of a long-term care institution (Enforcement Rule of the Long-Term Care Insurance Act, Form No. 26)
  • Plan for measures such as referring beneficiaries to another long-term care institution or welfare service, and plan for measures enabling users to use another facility
  • Long-term care institution designation certificate (or certificate of report on installation of an in-home long-term care institution) and the certificate of report on installation of a welfare facility for senior citizens; for a corporation, the resolution on closure

Statutes and public notices change, so each case needs to be checked individually. Statute titles are given in English for reference. The Korean statutes are the authoritative text.

Check these first

  • Missing the reporting deadline of 30 days before the planned closure date can develop into an issue with the duty to protect beneficiaries.
  • Designate the person in charge in advance so that the final month's benefit costs are not lost because the staff member handling claims resigns or the digital certificate is cancelled.

Frequently asked questions

By when must the closure report for a home-visit care center be filed?
Closure of a long-term care institution must be reported to the competent city, county or district office at least 30 days before the planned date, and closure of an in-home welfare facility for senior citizens 3 months in advance, so both deadlines must be checked.
How do I receive the final month's benefit costs after closure?
Benefit costs are claimed from the beginning of the month following the month of service. The person in charge of claims, the digital certificate and system access rights must be kept in place even after closure in order to claim the final month's costs.
What does the transfer of beneficiaries have to cover?
It covers confirming each beneficiary's preferred institution, securing that institution's willingness to accept them, and preparing a list that sets out the transfer schedule and whether there is any gap in services. For beneficiaries who have difficulty choosing an institution themselves, the institution must actively connect them with another institution.
How long must documents be kept after closure?
Materials on the provision of long-term care benefits must be retained for 5 years from the date the benefits ended. Materials subject to transfer to the NHIS are transferred to the competent NHIS branch by the closure date, and the receipt issued by the NHIS is obtained and kept.
Is a closure report at the tax office enough?
No. The closure report of a long-term care institution at the district office and the closure report at the tax office are separate procedures. After completing the district office report and the transfer to the NHIS, proceed with the tax office closure and the return of the unique identification number certificate.
