Public procurement

Preparation of KONEPS registration, public-bid and procurement-contract application documents

The Nara Jangteo Comprehensive Shopping Mall is not an open marketplace. Only goods under contract with the Public Procurement Service are listed there. Stage 1, bidding qualification registration, is finished in a few days, but Stage 2, item cataloging and the contract stage, takes longer. Many businesses think they are done once the company is registered, so check all the stages first.

  1. 1. Register your bidding qualification

Prepare a general-purpose joint certificate (digital certificate) in the business's name and register as a procurement supplier with the business registration certificate, the certified copy of the corporate register and other documents. If you appoint a bidding agent, the agent's certificate is also required separately.

  2. 2. Select the detailed item name

Decide which detailed item name your product belongs to. For a product with no item name of its own, you have to find a close item name in the same family, and the classification changes your competitors and the required specifications.

  3. 3. Item cataloging

Obtain the detailed item name number and the item identification number on the basis of the specification sheet, test report and product specifications. This is the stage that takes the longest, and the contract can proceed only once you have an item identification number.

  4. 4. Direct production confirmation and contract preparation

For a product designated for competition among small and medium enterprises, a direct production confirmation certificate is required. If you aim for a Multiple Award Schedule (MAS) contract, check your delivery record and credit rating in advance.

  5. 5. Keep the registration certificate after approval

Once approval is given, print and keep the certificate of registration of qualification for participation in competitive bidding. If your business information changes, change the procurement registration information as well.

Frequently asked questions

Does registering my company on Nara Jangteo put my products on the Comprehensive Shopping Mall?
No. Company registration is only the qualification to participate in bidding, and only goods under a contract with the Public Procurement Service are listed on the Comprehensive Shopping Mall. You have to go through item cataloging and the contract stage separately.
What are the requirements for a Multiple Award Schedule (MAS) contract?
The goods must have fixed specifications and be commercialized, and there must be several suppliers with a certain transaction record for the item name. The supplier must meet the standards for delivery record within the last 3 years and for credit rating, and the performance requirement is relaxed for small and medium enterprises in the early stage of start-up.
Why is a Nara Jangteo registration rejected?
Most cases are an error in the detailed item name number, failure to meet the direct production conditions, missing documents for the bidding agent, or information that does not match the business registration certificate.
Can I register on Nara Jangteo with a personal joint certificate?
No. A general-purpose joint certificate in the business's name is required, and if you designate a bidding agent, the agent's certificate is also registered separately.
