Procedure
Procedure
- Notification Difficulty Low
You submit the statutory report form and required documents. Once the documents are in order the report is accepted; for some reports the authority checks the contents before accepting it.
- Permit Difficulty High
A procedure that allows a business, activity or stay that the law generally restricts, after review; licenses fall into this type. The authority reviews facility standards, location and consultation with other agencies, and a permit can be refused if the standards are not met.
After reviewing the business type and business location, we will organize a list of permits/report types, competent agencies, facility/training/inspection requirements, and documents to be prepared. The actual application preparation and submission is classified according to the tasks of the relevant industry.

- 01
Identify the business type and permit category: Decide the business type by sales method, cooking method and whether alcohol is served, then check whether it requires a permit, report or registration and whether the processing authority is the city, county or district, the province or a central agency. General and rest restaurants are distinguished by whether drinking is allowed.
- 02
Check the location and building use: Before signing a contract, use the land use plan confirmation and building register to see whether the zoning and building use suit the business, and check whether a safety facility completion certificate, an LPG facility completion inspection, or a water quality test (when groundwater is used) is required.
- 03
Prepare training and health examinations: Food service businesses complete the required pre-opening food sanitation education in person, and employees subject to health examinations obtain health examination results. For barber and beauty businesses, also check the license, and for lodging businesses, the facility and equipment standards for the business type.
- 04
Prepare and submit the report: Attach the applicable documents, such as the education certificate and proof of the right to use any outdoor business area, to the industry-specific report form and submit it to the sanitation department of the competent authority or through Government24. When filed by an agent, include a Letter of authorization and a copy of the applicant's ID.
- 05
Acceptance notice and supplementary requests: Under the Food Sanitation Act, acceptance of a business report is notified within 3 days of receipt, and if supplementation is requested, correct only the documents and facilities pointed out and resubmit. After receiving the business report certificate, register the business with the tax office and make the signboard match the reported business type.
- 06
Change, succession and closure reports: File a change report when important reported matters change, and when taking over a business, file a report of succession to the business operator's status within the deadline for that industry. A closure report cannot be filed during a sanction period such as a business suspension or while the sanction procedure is in progress.
